السلطة السياسية من منظور الحوكمة مفهوم قديم ومقاربة جديدة - أية علاقة؟

الملخص
الملخص: إن مضمون هذه الدراسة يدور حول فرضية جوهرية تؤكد على أن الحوكمة ومنذ ظهورها وبحثها كمقاربة مفاهيمية أو كنموذج معرفي، أدت إن لم أقل "ثورة مفاهيمية" إلى مراجعة العديد من المفاهيم السياسية، بل وساهمت في إعطائها أبعادا أخرى ذات مدلولات تتجاوز دلالاتها السابقة. ومن بين هذه المفاهيم مفهوم السلطة السياسية. فقد ساهمت الحوكمة بطرحها المعرفي والمنهجي في تغيير مدلول هذا المصطلح بحيث انتقل من مستوى تحليلي في البنية والوظيفة إلى مستوى آخر، يتعدى التعريف القانوني والهيكلي الستاتيكي للسلطة إلى تأسيس قنوات مرنة ومتحركة وذلك بإدخال الفواعل الغير رسمية في مجال رسم القرار وتنفيذه. ومن هنا جاءت أهمية هذه الدراسة لكي تبرز المعطى الأنطولوجي والإيتمولوجي "الجديد" للسلطة السياسية في منظور الحوكمة. Abstract: The content of this study revolves around a fundamental hypothesis that emphasizes that governance since its emergence as a conceptual approach or as a conceptual cognitive model. has led otherwise (a conceptual revolution) to examine several of the political concepts, however has contributed to giving it other dimensions with implications beyond their previous indications. Among these concepts, the concept of political power Governance has contributed by introducing knowledge and methodology to changing the meaning of this term so that it moved from the level of analysis of structure and function to another level moving from an analytical level in structure and function to another level that goes beyond the legal and structural definition of power to the establishment of flexible and mobile channels by informal in Decision-making and his function of implementation. Hence the importance of this study in order to To clarify the )new( Ontology and Ethology itimological aspects of political power in the perspective of governance.
