مفهوم ظاهرة عصابات الأحياء في الجزائر؛ عوامل التواجد والمعالجة

الملخص
تنشأ العصابات في العديد من المدن الكبيرة والمتوسطة الحجم، وتنتشر في الضواحي والمجتمعات الأصغر، وتتسبب عصابات الشباب بشكل متزايد وملفت للانتباه، في خلق مشاكل في الأحياء ويمتد خطرها إلى المؤسسات والمدارس في الأماكن المجاورة. وبالمقارنة مع المجرمين من غير العصابات، فالمسؤولية عن الإجرام وتجارة المخدرات تقع بنسبة كبيرة على أعضاء العصابات. بسبب العزلة الاجتماعية والفقر والبطالة، وعدم تنظيم المجتمع لتفسير الكثير من مشكلة العصابات والحد منها، فالعصابة هي مجموعة من الشباب البطال أو ذوي الدخل المنخفض، أو الوافدين الجدد الذين يصطدمون مع عقلية مجتمع الحي، وتنتشر العصابات بسبب غفلة ممثلي الأحياء والأسرة والمدرسة عن أداء دورهم الاجتماعي والثقافي، وبخاصة وقت الأزمات مثل أزمة كوفيد19، لذلك، ينبغي تنسيق استراتيجيات تعبئة المجتمع والدعم الاجتماعي ضمن إطار الرقابة الاجتماعية لقمع العصابات. إن هذا المقال يهدف إلى معالجة مفهوم ظاهرة عصابات الأحياء في الجزائر، و أبرز أسباب ظهورها وبخاصة الظروف الاجتماعية والاقتصادية المزرية المسيطرة على بعض الأحياء، وأبرزها الفقر، ومظاهر السوء المكانية والتفكك الأسري وبعض العادات السيئة، إضافة إلى دور مواقع التواصل الاجتماعي وبعض البرامج التلفزيونية في انتشار الظاهرة، ومِنْ ثَمَّ يبحث المقال في كيفية تعامل الشباب مع العنف، بالنظر إلى الآثار الفعلية لنشاط العصابات على الشباب، - الكلمات المفتاحية: عصابات الأحياء؛ الشباب الجزائري ؛ الفقر، البطالة، العنف الاجتماعي Abstract: Gangs exist in many large and middle-size cities and are spreading to suburban and smaller communities. Youth gangs increasingly create problems in correctional and school settings in nearby places. Compared with non--gang offenders, gang members are responsible for a disproportionate percentage of serious and violent offenses and engage in the sale and distribution of drugs. Race or ethnicity and social isolation interact with poverty and community disorganization to account for much of the gang problem. The gang is an important social institution for low-income male youths and young adults from newcomer and residual populations because it often serves social, cultural, and economic functions no longer adequately performed by the family, the school, Lack of job opportunities, especially in crises such as the Covid-19 crisis. So, for gang suppression must IStrategies of community mobilization, social support, social opportunities, and suppression should be coordinated within a framework of social control and institution building. The aim of this article is to discuss the concept of the phenomenon of district gangs in Algeria, and the most important reason, as like as social situation in streets and streets neighboring, the spatial bad luck ,and the disintegration of the family and bad habits, as well as the role of social communication and some television programs in spreading phenomenon in Social System. and then the article examines how young people deal with violence, given that Landscapes arising from youth Keywords: District gangs, Algerian Youth, Social violence, Poverty, Unemployment
