الملخص
تسعى الإدارة المحلية بمختلف أجهزتها أو مؤسساتها إلى العمل على تلبية مطالب مواطنيها، وبحكم أن البلدية تمثل أصغر وحدة في الجهاز التنظيمي لمؤسسات الجماعات المحلية.والأقرب إلى المواطنين باعتبارها حلقة وصل بين الدولة والمواطنين، لذا يجب تفعيل دور هذه الهيئات (البلدية ...). وذلك بإعادة هيكلة أجهزتها ومنحها المزيد من الصلاحيات التي تسمح لها ببعث برامج التنمية المحلية وتنفيذها، مع إشراك المواطن في ذلك. The local government, with its different agencies or institutions, seeks to work to meet the demands of its citizens, and because the municipality represents the smallest unit of the organizational apparatus of local government institutions, and is the closest citizens, because it is a link between the state and the citizens, the role of these bodies must therefore be activated (the municipality ...), By restructuring its apparatus, and by granting it more powers which allow it to launch and to implement local development programs, while involving citizens.
