الملخص
تهدف هذه الدراسة إلى إبراز واقع المؤسسات الناشئة في الجزائر والتي تحظى بإهتمام متزايد، سواءا من قبل السلطات الرسمية أو الهيئات الأكاديمية، أو على مستوى البحوث العلمية والأكاديمية، وهذا ما يمكن ملاحظته من خلال إنعقاد وتنظيم العديد من المؤتمرات والمنتديات الدولية والوطنية والتي تخصصت في بحث قضايا هذه المؤسسات وكيفية تطويرها وترقيتها، كما سنقوم في هذه الدراسة بتقييم دور الأجهزة الحكومية في دعم وتمويل المؤسسات الناشئة، من خلال دراسة مجموعة من الآليات الداعمة لهذا النوع من المؤسسات، وأخيرا سنحاول الوقوف على مجموعة من الصعوبات والتي تحد من أهميتها وتعرقل نموها وتطويرها وتؤدي إلى فشلها خاصة في السنوات الأولى من تأسيسها، نظرا لحداثة عهدها في الجزائر من جهة، وبسبب تبنيها للأ فكار المستحدثة والإبداعية من جهة أخرى، والتي عادة ما تكون عالية المخاطرة. This study aims to highlight the reality of emerging institutions in Algeria, which are receiving increasing attention, whether by official authorities or academic bodies, or at the level of scientific and academic research, and this can be seen through the convening and organization of many international and national conferences and forums, which specialized in researching the issues of these institutions and how to develop and upgrade them, and in this study we will evaluate the role of government agencies in supporting and financing emerging institutions, by studying a set of mechanisms supporting this type Finally, we will try to identify a set of difficulties that limit their importance and hinder their growth and development and lead to their failure, especially in the early years of their establishment, due to their newness in Algeria on the one hand, and because of their adoption of new and creative ideas on the other hand, which are usually high-risk
