Lecture Socio-historique Sur Les Raisons De L'échec Des Institutions Publiques Algériennes

Résumé
Pour approfondir la recherche théorique sur les raisons de l'échec des institutions publiques algériennes, cet article analyse la relation interactive entre les mutations en Algérie d'une part, et au sein de l'institution d'autre part, et sa relation avec son efficacité. Il est nécessaire d’aborder le cadre historique de sa création, son développement et le changement de ses méthodes de gestion, ce qui a sans nul doute eu une réflexion sur ses travailleurs ainsi que leur niveau de performance. L'institution publique est une partie intégrante de l'État algérien sur le plan politique, économique ou social. Les mutations structurelles et fonctionnelles dans ces institutions ont constitué l'écho des mutations majeures qu'a connu l'Algérie. Aussi, comment les différents facteurs politiques, économiques et sociaux ont limité son efficacité, affectant la croissance et la continuité de ces institutions. Nous avons, donc, examiné la différence entre ce qui était accordé aux institutions en théorie et sur le terrain, puis nous avons lié tout cela aux données internes et aux pressions externes qui ont empêché l'institution publique d'atteindre ses objectifs et l’ont conduit au fiasco To deepen the theoretical research on the reasons of the failure of Algerian public institutions, this article analyses the interactive relationship between the mutations in Algeria on the one hand, and within the institution on the other and how this relates to its effectiveness. It is necessary to address the historical framework of its creation, its development and the change in its management methods, which undoubtedly had a reflection on its workers as well as their level of performance. The public institution is an integral part of the Algerian state, whether politically, economically or socially. The structural and functional changes in these institutions have echoed the major changes experienced by Algeria. And have shown how different political, economic and social factors have limited its effectiveness, affecting the growth and continuity of these institutions. We, therefore, looked at the difference between what was granted to the institutions in theory and in practice, and then we related all this to the internal data and the external pressures, which prevented the public institution from achieving its objectives and led to a fiasco
