الملخص
تهدف هذه الدراسة إلى تقييم جهود الجزائر من أجل إحداث تحول رقمي في البلاد بين عامي 2020 و2024، في ضوء الأهداف المحددة في استراتيجية التحول الرقمي الجزائرية في آفاق 2025. استخدمت الدراسة منهجية متعددة الأدوات، من خلال تحليل الوثائق التي حملت السياسات والخطط الاستراتيجية. وتوصلت إلى أن نجاح مسار التحول الرقمي في الجزائر يتطلب جهودًا متضافرة من جميع الجهات الفاعلة في المجالات الاقتصادية والاجتماعية والثقافية، وإلى أنه يواجه مقاومة كبيرة في معظم القطاعات. غير أن السلطات تحاول التغلب على هذه المقاومة باستخدام قوتها الرمزية وتتغاضي عن الحلول المرنة التي تعبئ جميع الموارد المادية والمالية والبشرية المتاحة. وتختتم الدراسة بمناقشة التحديات التي ووجهت خلال فترة التقييم واقتراح حلول لها. This study presents a critical evaluation of Algeria's digital transformation efforts between 2020 and 2023. The objective was to assess the progress made towards the goals outlined in Algeria's digital transformation strategy. The evaluation employs a mixed-methods approach that utilizes document analysis of policy documents and strategic plans. The study's results indicate that although the digital transformation path in Algeria encounters considerable obstacles in most industries, government officials are working to surmount these challenges by utilizing their symbolic authority and devising adaptable strategies that harness all available financial, human, and material. This study emphasizes the need for concerted efforts from all actors in the economic, social, and cultural spheres to ensure successful transformation. This study concludes by discussing the challenges encountered during the evaluation period and proposing recommendations for future digital transformation initiatives in Algeria.
